e-Government is about using the tools and systems made possible by Information and Communication Technologies (ICTs) to provide better public services to citizens and businesses. Effective e-Government also involves rethinking organizations and processes, and changing behavior so that public services are delivered more efficiently to the people who need to use them. Implemented well, e-Government enables all citizens, enterprises and organizations to carry out their business with government more easily, more quickly and at lower cost. Cividas is a powerful open-source solutions platform that allows national, regional and local governments to effectively implement their internal processes and streamline their interaction with citizens, physically, over the web or through channels such as mobile phones or call centers.

•PROCESSES: Authorized users can graphically design workflow processes and make them instantly available. Assigned users can access tasks from a graphical view that shows the state of process instances (cases) or from a task list. Processes are coded using the XPDL (XML Process Definition Language) standard, assuring future reuse.

•APPLICATIONS: As well as Cividas, the Graphical User Interface (GUI) with which users interact when performing tasks is based on Ontimize, a powerful open-source framework based on standard Java/XML web technologies that leverages graphical design facilities for consultants with the flexibility that advanced programmers need.

•DOCUMENTS: Document generation, scanning, signing and storage are a central piece of the solution. Cividas supports industry and open standards such as MS Office, OpenOffice, PDF, TWAIN and JCR (Java Content Repository).

•LINKS: Following a Service Oriented Architecture (SOA), Cividas is prepared to interact with other governing bodies and institutions, as well as provide access to public services from other applications through Web-Service technologies.

Cividas local is a pre-packaged vertical solution targeted at local administrations and municipalities. It includes process definitions, task GUIs and document templates for numerous preinstalled procedures, such as permits and licenses, building permissions, tax management, bill payments, etc. Thanks to the flexibility and graphical tools provided by cividas, these can be easily customized and expanded to fit the specific needs of each local administration. Furthermore, collaborating entities can share and interchange process definitions, allowing best practices to be generalized.

A HISTORICAL OPPORTUNITY
